Summary

Ability to sent an announcement to screens.

Problem statement

Alert users near the screens and how long this should be visible for with configurable as to where this should go.

Proposed solution

Add a new ws to send an announcement.
These should follow one of a few templates as opposed to being user configurable, however the content and colour should be configurable by the user.

Type could be something like a lower third style, maybe a full screen option.

Also the ability to decide where to send the announcement, by screen, playlist or all and how long it should display.
